Hal ini memerlukan pengaturan agar tidak terjadi salah komunikasi, konfl ik antar fungsi (yang kadang berkepanjangan) atau bahkan saling melepaskan tanggung jawab, yang pada akhirnya dapat berakibat pada menurunnya kinerja organisasi itu sendiri. Solusinya adalah dengan menciptakan suatu dokumen yang disebut SOP ( Standard Operating Procedure ).
